Sport for the deaf is an incentive to struggle, self-affirmation of the individual, a way of social rehabilitation. Being engaged in the same sports, acting by the same rules, as healthy athletes, at the same time possessing the weakened hearing, our athletes achieve the same results, as healthy, and often act even better than them that there are hundreds of examples. Since deaf citizens work mainly in the sphere of material production and scientific activity, their improvement increases the labor and intellectual potential of society, which predetermines the return of invested funds in sports work. Currently, the material incentives for athletes have significantly improved – prizes for successful performances at the Deaflympics, world and European Championships have been established, the winners of these competitions are awarded scholarships of the President of the Russian Federation and other forms of payments at regional and local levels, which allows them to lead a decent life, increases their self-esteem and has a positive effect on the microclimate in their families, as a result of which their performance at the Deaflympics Russian athletes increase the authority in the international arena of our state of the Russian Federation.

In the world from 1924 successfully operating complex and isolated system of sports for the deaf under the guidance of the International Committee of sports for the deaf (ISCD) that is deployed outside of the Paralympic movement of the disabled.

The international Committee for the sport of the deaf (ISCD) is the main governing body responsible for organizing Deaflympics and other world Championships. The President of ICSC is Rebecca Adams (2018-present. time.)

Deaflympics are held every four years for 25 summer and 7 winter sports under the same rules of the relevant international sports federations (FIFA, FIBA, FILA, FIVB, etc.), adopted for healthy athletes. 

Every four years, under the leadership of the International Committee of sports for the deaf (ISCD) championship of the world, and under the leadership of the European deaf sport organization (EDSO), the European Championships.

The international Federation of deaf basketball (DIBF) is the global governing body of international deaf basketball in cooperation with the International Committee for the sport of the deaf (ICSD) and its confederations. DIBF is an independent Association consisting of national organizations involved in the basketball of the deaf.

Athletes with hearing loss of at least 55 decibels in their best ear are allowed to participate in these competitions.

Basketball is popular among elite athletes around the world. Several international and national basketball competitions have already been held for several years within the framework of the International Committee for deaf sports (ISCD), which also manages several other sports, world Championships and Deaflympics.

2 may 1998, in Turku, Finland, a part of the first provisional Council included the President of Finland Jussi Raiso, Vice-President of Lithuania alexas Asunas, General Secretary of the Swedish Christian Boklund and Board member of Estonia Riina Kuusk.


At that meeting, they recommended the establishment of a world governing body on international basketball for the deaf so that it could fully focus on the main issues and improve the standards and well-being of deaf basketball players worldwide.

At this special meeting, they founded the International Association of deaf Basketball (IDBA) and built THE first idba Constitution with statutes and regulations, and finally began to inform other deaf people interested in basketball around the world.


July 27, 2001, was a successful official meeting for the "official" creation of the organization and the election of a new Council from different parts of the globe. This meeting was held in Rome, Italy, during the 19 Deaflympics.

The name IDBA was later changed to DBF – the international Federation of deaf basketball.

Eurocup basketball among deaf athletes is an annual basketball tournament among athletes with hearing impairment, founded in 2009 under the ediga of the International Federation of basketball of the deaf (DIBF). Basketball clubs of the deaf, which took certain places in the standings at the end of the season of the national championship, take part in the European basketball Cup. 12-16 men's teams and 6-8 women's teams take part in the European Cup.

The European deaf basketball Cup was recognized and included in the official calendar plan of the European Union of deaf sports (EDSO) in 2015.

Deaflympics in Russia

The first notes on organized sports activity among the deaf in Russia date back to 1914, but the system was finally formed in 1918with the appearance of first sports clubs of the deaf in Moscow and St. Petersburg.

Today the Russian Sports Federation of sports for the Deaf is responsible for the organization of sports activities for deaf and hard-of-hearing people in the country. It has been operating since 1993. Currently it has 67 regional offices (45 of them are legally registered) and arranges sports activities for the deaf in 27 kinds of sport. The federation was accredited by Rossport in “Sports for the deaf”.

Russian athletes were frequently ranked first in unofficial team standings at the Winter Deaflympics and took prizes at the Summer Deaflympics. The Russian team won the highest number of medals at the recent XXIII Summer Deaflympics in Samsun (Turkey) in 2017.

The Moscow basketball team of the deaf has been taking part in the abovementioned tournament since 2010. It includes players of the sports school "Gloria" of the state-financed institution "Moscow basketball academy". The team won

the EuroCup four times and won two silver and bronze medals as well. The Moscow basketball team is the core member of the Russian basketball team of the deaf. It won the Russian championship in basketball among men’s teams nine times.

The Deaf EuroCup is a significant event for the deaf which will help to promote the values of deaf sports movements, enhance public tolerance for deaf and hard-of-hearing people and strengthen the image of Russia as the Deaf EuroCup organizer.

The number of annually held sports events has increased to 230 over 15 years (championships, tournaments, trainings, international competitions, spartakiades in summer and winter sports and sports festivals for young people).

Sports centers established by the Russian Sports Federation of Sports for the Deaf are responsible for high performance sport. The federation’s regional offices are engaged in mass sport together with the regional offices of the All-Russian Society of the Deaf.

Soviet sportsmen first took part in the Deaflympics in 1957. The Russian team has been participating in the games since 1993.

The Moscow city organization of the all-Russian society of the deaf (MGO VOG) was founded under the name "Moscow society of the deaf" on October 29 (old style), 1912 by a group of graduates of the Moscow Arnold-Tretyakov school for the deaf. Now, as expected, in a civilized society, they are not called "deaf and dumb." The common term is "deaf" or "inaudible." 8595 people. - on the account in IGO VOG which is the largest in Russia public organization of the deaf performing tasks of protection of the rights and interests of citizens with hearing impairment, their social rehabilitation and integration into modern society.

The Moscow organization of the deaf, actively cooperating with the Government of Moscow, the Department of social protection of the population of Moscow and other Moscow government organizations, participates in the development of normative and legislative acts of the Moscow city Duma, the Government of Moscow on various issues of social protection of persons with hearing disabilities. Thanks to the Moscow government, the Department of social protection of the population of Moscow and other government organizations, all conditions for comfortable living of deaf Muscovites are created.

Deaf Muscovites have the right to receive free sign language translation services when they apply to various organizations and institutions.

For the first time in Russia, the Moscow government took over the financing of sign language translation services during mass events.

Function successfully in the communication of the deaf on the basis of the social services centres in all administrative districts of Moscow. Today there are 74 Clubs of communication of the deaf.

In Moscow, a Service of dispatching video telephone communication for the deaf. With the help of operators of the Center – sign language translators – deaf Muscovites can contact any subscriber on any issue.
